According to the up-to-date information, last week the customs authorities in Qingdao revealed instances where exporters misclassified urea and potash fertilizers as AS, causing significant regulatory concerns. Similar cases were also reported at the China-Vietnam border, indicating broader compliance issues.
In response, the General Administration of Customs of the People’s Republic of China issued an urgent nationwide directive mandating 100% inspection of all AS shipments already declared and currently being at ports as of 24 April 2026. The measure has resulted in massive shipment delays, with inspections typically taking 7 to 14 days.
While AS exports are still leaving China, the stricter controls are tightening spot supply, and it is highly probable that the CIQ requirements will be applied to AS exports. Market participants foresee further AS shipment delays in the coming weeks.
